As of November 2019, it is possible to edit save files from the Steam version of Victoria 2 at any time.
To do so, you will need:

An unsigned copy of Victoria 2.
An instance of Steam in a folder (dual boot won’t work).

From there, you’ll need to find the files you wish to edit. Open the Steam software (SteamApps\common\Victoria 2\Storage), the game should be there.
After opening Steam, browse to the game folder and open its contents using any file manager.
You will need to make sure your Steam account is logged in.
Next, look for *.steamapps.v2.sav files. The game saves all its data in the \SteamApps\common\Victoria 2\Storage\SteamApps\common\Victoria 2\Storage\SteamApps\common\Victoria 2\Storage\SteamApps\common\Victoria 2\data\ data directory.
I found two of these files:
v2_data_volume.sav
v2_volume_old.sav
There are also two pdb files, which won’t work.
(I’m not sure why you’d need to edit these files, but you could if you wanted.)
Open them with any text editor of your choice, and you can edit things.

Before the release of Victoria 2, the save editor is only available in the early access version of the game.
The first way to do so requires you to have an early access copy of the game and the corresponding savestate files.
You can access these files at any time by going to the folder:
C:\Users\YOURNAME\AppData\Local\Bigben Interactive\Victoria 2\Steam\SAVES\

Then, you can open both the save files and savestates using any text editor of your choice:
v2_sav_files/savefile.sav
v2_sav_files/savestate.sav

Feel free to edit them to modify things you want.
